The Alamance-Burlington School System is located centrally in NC, surrounded by Guilford County, Orange County, Caswell County, Chatham, and Randolph County. We are approximately the 15th largest school district in NC by student population, with over 21,500 students. Our school district has 38 schools – 20 elementary, 14 secondary, and four specialized schools. Our ML population will be approaching 4,000 by the end of the 2024-25 school year. That ML total is 7-8th highest in NC. We have over 60 different languages represented throughout our student body. More than 92% of our MLs are from Spanish-speaking homes. The other top languages represented are Arabic, Karen, Swahili, Vietnamese, Chinese, Burmese, Punjabi, Sango, and Albanian – each with less than 1% of the ML population. Our county is now home to a refugee resettlement population through our collaboration with Church World Services (CWS) and the North Carolina African Services Coalition (NCASC)

Enrollment Information

The Multilingual Learners (ML) Department is the entry point for new ABSS students whose first or primary language is not English, including students from other school systems, states, or countries. ML Center staff conducts student enrollment to address culturally and linguistically diverse needs, ensuring system-wide conformity.

English proficiency tests are scheduled and administered weekly to enable students to receive school-based ML services. A general orientation about the school system and ML program is provided, as are local community resources. Throughout the year, ML staff assists families with educational and community needs.

Home Language Survey (HLS)

What is the Home Language Survey (HLS)?

The Home Language Survey (HLS) is a required form for all students enrolling in North Carolina public schools. In compliance with federal and state regulations (Section 3113(b)(2) of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESSA), and 16 NC Admin Code 06D .0106(c)), the HLS helps schools identify students who may benefit from language assistance programs.

This confidential form collects information about the languages spoken at home and by the student. The data is used to ensure students have equitable access to educational resources, support services, and programs designed to help them succeed academically and socially. The information provided is securely handled and will not be shared outside the North Carolina public school system.

By completing the HLS, families contribute to creating an inclusive learning environment that supports multilingual learners and celebrates linguistic diversity.

Why is the HLS Important?

The information collected through the HLS allows schools to:

  • Identify students who may need English as a Second Language (ESL) services.

  • Provide appropriate support to help students succeed academically and socially.

  • Ensure compliance with state and federal laws regarding educational access for all students.

Benefits of ESL Classes and Linguistic Diversity

  • Improved Academic Performance: ESL classes equip students with the language skills needed to excel in subjects like math, science, and reading.

  • Enhanced Cognitive Skills: Multilingualism fosters critical thinking, problem-solving, and creativity.

  • Cultural Enrichment: Linguistic diversity strengthens community ties and promotes cross-cultural understanding.

  • Career Opportunities: Students with strong multilingual abilities are better prepared for future careers in an increasingly globalized economy.

  • Social Integration: ESL programs help students build confidence, participate in school activities, and form meaningful connections with peers.
