Superintendent

SchoolCAMP consultants presented a couple of solutions for the district to help with balanced enrollment through 2030. In the year 2030, elementary enrollment is expected to exceed the elementary capacity. The solutions provided will help; there is a need for facility master planning to increase capacity across the district. The scenarios outlined are reflective of community goals to decrease long bus routes, reduce reliance on mobile classrooms, and minimize the impacted students. Finance

Mr. Messer and Mr. Hook presented the 2026-2027 local current and capital expense budget presentation. The local budget expansion total is $4,658,149. The request includes several priority areas listed below:

  • Certified employee supplement

  • Classified employee supplement

  • Academic services

  • Operating Increases

  • Co-Curricular Activities

  • School Resource Officers

  • Compensation and Benefit Increases

  • Exceptional Children & SLP Certified Supplement

  • Charter Schools

The capital improvement plan that Mr. Hook presented spans multiple years and covers projects like HVAC, Roofs, Chillers, Safety Vestibules, and other maintenance and facility planning needs. There will be a public hearing for the 2026-2027 budget on March 23 at 6:00 pm.

Mr. Messer also provided an overview and update of the district’s banking services RFP. ABSS received six sealed proposals. ABSS will move forward with Atlantic Union Bank for district banking services. This is scheduled to begin May 1, 2026, and end on June 30, 3031.

Curriculum

Dr. McWherter shared a contract for MGT Impact Solutions. The contract is for the CSI schools and will use CSI federal funds. MGT Impact Solutions will work strategically with CSI schools to help them exit low-performing status. This item will be included in a future consent agenda.

Dr. McWherter also shared two field trips that will be included in a future consent agenda:

  • Southeast High School is requesting approval to take the students in their French and World History classes to both France and Switzerland from June 22, 2027, through July 1, 2027.  

  • Altamahaw-Ossipee Elementary School is requesting approval for its second grade students to attend a field trip to the Danville Science Center on April 29, 2026.  

Student Services

Dr. Davis also  presented a list of grants:

  • Graham Middle School was awarded $2,500.00 through the TangerKids Grant.

  • Newlin Elementary School was awarded $1,100.00 through the TangerKids Grant.

  • Andrews Elementary School was awarded $1,638.78 through the TangerKids Grant.

Dr. Davis also presented a list of gifts to the district:

  • Alexander Wilson Elementary School received a donation in the amount of $2,750.00 from The Summit Church.  

  • Alexander Wilson Elementary School received a donation from the Alexander Wilson PTO consisting of two commercial grade hutches, with a total value of $3,826.35.

  • Pleasant Grove Elementary School received a donation in the amount of $1,000.00 from First Baptist Church of Mebane.

  • The E.M. Yoder Elementary School PTA recently donated $4,000.00 to E.M. Yoder Elementary School.  

  • Glen Raven, Inc. donated a String Bass valued at $2,500.00 to the Hillcrest Elementary School Orchestra Program.

Gifts were presented for information and will be included in the consent agenda for an upcoming meeting.

Dr. Davis presented information regarding the upcoming International Survey Associates (ISA) Condensed DATA Survey in partnership with the Alamance Citizens for a Drug Free Community. The anonymous, online survey will be administered to students in grades 6, 7, 9, and 12 during the week of April 13, pending required parental opt-in consent.  

Operations

Mr. Hook presented two items that will be moved to a future consent agenda:

  • A contract for Sharpe Energy Inc. for propane autogas services.  This contract covers the installation of autogas filling infrastructure to include a 2,000 gallon tank, tank level monitoring, fuel management software, and the supply of propane gas. The value of the contract is not to exceed $25,000 per year and not to exceed $125,000 over the duration of the five year contract.

  • A Board request to declare 100 various athletic trophies from Jordan Sellars High School as surplus assets so that the trophies may be donated to the Alamance County African American Museum.

Policy

Dr. McWherter proposed revisions to Policy 3102 Online Instruction were submitted in order to accurately reflect the name of the Alamance Virtual School (AVS) and to ensure students attending AVS also have the opportunity to participate in choice programs. Policy revisions will be moved to the upcoming consent agenda. 

Personnel Report

Ms. Anderson presented the personnel report for approval. The report was approved unanimously.
